Kuching Centralised Sewerage System Package 2

Kuching Centralised Sewerage System Package 2

ELEVENTH MALAYSIA PLAN PROJECTS

Project Title :

Kuching Centralised Sewerage System Package 2

Project Background :

Package 1

Under the Ninth Malaysia Plan, the State Government commenced on the long term plan to provide a centralized sewerage system for Kuching City. The construction work for Package 1 of the project started in October 2008. Package 1 covered the area south of Sarawak River which is fully developed and densely populated. The 3 main components are:

I. Centralised Sewage Treatment Plant of 100,000 PE capacity
II. Sewer Network comprising of Trunk, Secondary and Tertiary Sewer
III. Property Connections to 67,000 PE

Package 1 was fully completed and commissioned on 31 January 2015.

Package 2

The State Government intended to extend the sewerage coverage to Petra Jaya under the Eleventh Malaysia Plan. It has awarded a design build and turnkey contract to Kumpulan-Nishimatsu-Hock Seng Lee Consortium on 16 March 2016. The major components of Package 2 are:

I. Second Module of the Centralised Sewage Treatment Facility
II. Sewer Network
III. Property Connections

I. Second Module of the Centralised Sewage Treatment Facility

The Kuching Centralised Sewage Treatment Plant is located on a 10.9 hectares site adjacent to Jambatan Tun Datuk Patinggi Abang Haji Muhammad Salahuddin. The site has sufficient land to accomodate 4 modules of sewage treatment facility. Each module will have a capacity of 100,000 PE. Thus the site will have the final capacity of 400,000 PE. The first module was commissioned under Package 1. The second module will be constructed under Package 2.

Wastewater (greywater and blackwater) from the kitchens, bathrooms, wash areas and toilets is collected via a sewer reticulation network and channeled to this treatment plant. The plant processes and treats the wastewater using the activated sludge system. The treated effluent from the plant shall comply with Standard A of the Environmental Quality Act. The effluent shall be discharged into a constructed wet land before it finally flows into Sarawak River.

II. Sewer Network

The Sewer Network is designed based on gravity flow system. The network comprises of the Trunk Sewer, the Secondary Sewer and the Tertiary Sewer.

The size of the Trunk Sewer and Secondary Sewer ranges from 450 mm to 1500 mm in diameter. The pipes are of reinforced concrete or HDPE material. The Trunk Sewer and the Secondary Sewer will be mainly installed by trenchless method using Tunnel Boring Machines which can either be the Slurry or Augering Method. The Tertiary Sewer is generally of 225 mm to 450 mm in diameter. It will be mainly installed using the conventional open-cut method, with only a small portion using the trenchless method.

The overall length of the Sewer Network under Package 2 is approximately 56.1 km and it consists of:

a. Trunk Sewer : Approx. 7.0 km (all in City North)
b. Secondary Sewer : Approx. 3.1 km (2.9 km in City North, 0.2 km in City South)
c. Tertiary Sewer : Approx. 46.0 km (30 km in City North, 16 km in City South)

II. Property Connections

Property Connections involve the collection and re-routing of existing wastewater (i.e. greywater and blackwater) into the public sewer networks. Wastewater from within the property boundaries (i.e. Residential, Shops, Institutions or Complexes) is collected and diverted via sewer within the property boundary to an Inspection Chamber which is situated next to the property boundary. From the Inspection Chamber it will then be connected to the nearest public sewer. A pumping system may be adopted for properties with limited space. In such cases, electric pumps will be installed in the existing septic tanks or package plants. Upon completion of the property connection works, the existing septic tanks or package plants will be disinfected and decommissioned.

The total number of properties to be connected under the Package 2 is as follow:

a. Large Properties : 27 (16 in City North, 11 in City South)
b. Small Properties : 4300 (2500 in City North, 1800 in City South)
